Patrick Flynn, General Manager, LCRE.  Mr. Flynn holds a B.A. and M.S. in Environmental Management, and a Masters in Public Administration.  As a Program Manager at the Indiana Office of Energy Development (OED), he was responsible for Renewables, Vehicle Technologies, and Energy Efficiency programs.  In two years at OED Flynn managed nearly $100M in federal grant monies covering 12 grant programs. He was involved with all aspects of the grant process including design, evaluation, award process, project completion, monitoring, technical assistance, reporting, and closeout. His work included extensive federal grant reporting on a quarterly basis for all grant programs including multiple federal project officers.  In addition to the grant administration work, Flynn worked extensively in OED outreach and communication that includes public speaking, industry events, education, public events, and OED sponsored events. He administered the Indiana Wind, Solar, and Biomass Working groups and has worked with many groups in all program areas.
